About Kenneth Stumphauzer
Born in Lorain, Kenneth Stumphauzer received his B.A. from Ohio University, graduating cum laude in 1967. He subsequently received his law degree from Akron University and was admitted to the Ohio Bar in 1976 and the U.S. District Court, Northern District of Ohio in 1980. He is a member of the Lorain County and American Bar Associations. His practice areas include business law, public sector law, civil litigation, and business and corporate succession planning.Stumphauzer O'Toole is a General Civil Practice firm which represents a broad spectrum of clients including individuals, estates, businesses, nonprofit organizations, governmental bodies, public schools, financial institutions, and multinational businesses.
The Director of Law is the head of the Law Department and the chief legal officer of the Municipality. He is appointed by the Mayor, subject to confirmation by a majority vote of the members of Council, and serves at the pleasure of the Mayor. He serves the Mayor, the Council, the administrative departments and the officers, boards and commissioners of the Municipality as legal counsel in connection with municipal affairs, and, subject to the direction of the Mayor or the Council, represents the Municipality in all proceedings in court or before any administrative board. He performs such other duties, consistent with his office, as may be required by the City Charter, by ordinance of the Council, or as directed by the Mayor.No person shall act as Director of Law unless duly admitted to practice law in the State of Ohio. Council provides for such assistants and special counsel to the Director of Law as shall from time to time be deemed to be necessary. Neither the Director of Law nor his assistants nor any special counsel is required to reside in the Municipality.
